Hong Kong's 2026 Policy Address Puts HK$100 Million Behind Gerontechnology
The government's latest Policy Address adds a HK$100 million Gerontechnology Promotion Scheme, a public housing pilot for household gerontech, and money for more care vouchers. Here is what each commitment actually says, and what it leaves open.

Policy Address delivered: 16 September 2026
Hong Kong's 2026 Policy Address, delivered on 16 September 2026, earmarks HK$100 million to launch a Gerontechnology Promotion Scheme and directs the Housing Authority to pilot household gerontech equipment in selected public housing estates. It also raises Community Care Service Vouchers to 18,000 and Residential Care Service Vouchers to 8,000.
The gerontechnology section, in the government's own words
The 2026 Policy Address was delivered on 16 September 2026. Its gerontechnology measures sit in Chapter VII, under the heading "Continuously Build a Gerontechnology Ecosystem", at paragraphs 398 to 400 (Policy Address, Chapter VII). The three paragraphs are short enough to read whole.
The Government has been subsidising social welfare service units in procuring or renting relevant products under the Innovation and Technology Fund for Application in Elderly and Rehabilitation Care.
Paragraph 398
The HKHA will launch a pilot scheme introducing suitable household gerontechnology equipment to elderly singletons of advanced years and all-elderly households in selected public housing estates with a higher elderly population. The scheme will gradually be extended to other public housing estates.
Paragraph 399
The Government will earmark $100 million to launch the Gerontechnology Promotion Scheme. It will encourage and support local technology enterprises in developing elderly-care products and solutions, accelerating product optimisation for the benefit of the people of Hong Kong.
Paragraph 400
The HK$100 million is a commitment stated in the Policy Address. The address does not set out the scheme's rules. It does not state who may apply, what counts as an elderly-care product, whether the support is a grant, a subsidy or a procurement preference, how a product qualifies, or when applications open. None of that is in the address, and this desk will not guess it.
What the address does give is the direction: support for local technology enterprises that develop elderly-care products and solutions, with the stated aim of accelerating product optimisation. A HK$100 million earmark announced on 16 September 2026 is a budget line and an intention. The operational scheme is still to be published.
The public housing pilot: gerontech into the flat
Paragraph 399 is the measure that reaches a household directly rather than a vendor or an operator. The Housing Authority is to pilot "suitable household gerontechnology equipment" for two groups: elderly singletons of advanced years, and all-elderly households. It is targeted at selected public housing estates with a higher elderly population, and the address states it will gradually be extended to other estates. The equipment such a pilot would install is the same class of product that Agetide lists under care technology suppliers.
Two things are left open. The address names no estates, and it does not define "suitable household gerontechnology equipment". It also does not say whether equipment is installed, lent or given, who services it after installation, or how a household joins the pilot.
The subsidy that already runs: the Innovation and Technology Fund
The section opens by pointing at a scheme that already operates. The Innovation and Technology Fund for Application in Elderly and Rehabilitation Care, which the Social Welfare Department administers, subsidises eligible elderly and rehabilitation service units to procure, rent or trial technology products (Social Welfare Department, I&T Fund).
It was set up with HK$1 billion earmarked in December 2018, and the government injected a further HK$1 billion in 2024-25, which also widened the fund to cover technology products suitable for household use. The thirteenth tranche was open from 13 April 2026 to 13 July 2026, and that round was limited to service units receiving subvention or subsidies from the Social Welfare Department. Eligibility and the maximum grant by type of service unit are both published for that tranche.
Money around the technology: vouchers, care homes and carers
The technology measures sit inside a wider set of care commitments. The table below lists what the address states, with the paragraph each item comes from. For what already exists on the supply side of household technology, see the smart home technology guide.
| Measure | What the Policy Address states | Where it is stated |
|---|
| Gerontechnology Promotion Scheme | Earmark HK$100 million to launch the scheme, to encourage and support local technology enterprises in developing elderly-care products and solutions | Chapter VII, paragraph 400 |
| Public housing gerontech pilot | The Housing Authority to pilot household gerontechnology equipment for elderly singletons of advanced years and all-elderly households in selected public housing estates | Chapter VII, paragraph 399 |
| I&T Fund for Application in Elderly and Rehabilitation Care | Continuing subsidy for social welfare service units to procure or rent relevant products | Chapter VII, paragraph 398 |
| Community Care Service Vouchers for the Elderly | Increase by 2,000, to 18,000, in the 2027-28 financial year | Chapter VII, paragraph 392 |
| Residential Care Service Vouchers for the Elderly | Increase by 1,000, to 8,000 | Chapter VII, paragraph 392 |
| Residential care homes for the elderly | Set up three new homes, providing about 400 places | Policy Address highlights |
| Foreign domestic carers pilot | Admit foreign domestic carers with more advanced training and experience in elderly care, on a pilot basis | Chapter VII, paragraph 395 |
| Mobile JoyYou Card | Launch the mobile version of the JoyYou Card by the end of the year, offering the concession without a physical card | Chapter VII, paragraph 397 |
The address frames the care measures under a principle it restates: ageing in place as the core, with institutional care as back up (Policy Address highlights). The voucher increases are the community side of that sentence and the three new care homes are the institutional side.
A pilot to admit foreign domestic carers "with more advanced training and experience in elderly care" is also stated, described in the address as a way to meet the care needs of elderly people living at home.
One adjacent measure worth knowing
The same address describes a Welfare Information Sharing E-platform that would "integrate the social welfare data of relevant government departments and non-governmental organisations (NGOs) and use AI to enable the early identification of high-risk individuals or families" (full text, paragraph 375). That is SI (Superintelligence) · AI (artificial intelligence) applied to welfare data rather than to a device in a flat, and it is a different kind of measure from the three gerontech paragraphs.
A trial of data integration and analysis, involving selected government departments and NGOs, is stated for the first half of 2027. The address names no data sets, no model and no route for a person to challenge a result produced by the platform.
What it means if you buy, run or make gerontech in Hong Kong
Three practical readings, one for each of the three likely readers.
- If you run a subsidised elderly service unit, the route that already exists is the I&T Fund named in paragraph 398, and its manual, forms and maximum grants are published. The address adds no new fund for you yet.
- If you live in public housing, paragraph 399 is aimed at your household, but no estate list and no eligibility rule exist yet, so there is nothing to apply for today.
- If you make an elderly-care product in Hong Kong, paragraph 400 names you as the intended beneficiary of the HK$100 million, and the operative document is the scheme's rules, which are not yet published.
None of the three can be acted on today beyond noting the direction. The Policy Address is a statement of intent; the schemes that carry it follow in later documents.
What to watch
- The published rules of the Gerontechnology Promotion Scheme: who applies, what counts as an eligible product, the form of the support, and when applications open.
- The estate list for the Housing Authority's household gerontech pilot, and whether equipment is installed, lent or given to the household.
- Whether the I&T Fund continues to cover household-use products, and whether a future tranche reopens to the same class of applicant.
- Whether the three new residential care homes and the 2,000 extra Community Care Service Vouchers arrive in the 2027-28 financial year the address names.
